An Edmonton police sergeant faces assault charges over an incident that occurred in a police cell last March.

Sgt. Kevin Douglas, 41, is charged with assault and assault causing bodily harm.

Douglas is alleged to have been in an altercation on March 4, 2010, with a 46-year-old man who was lodged in cells at police headquarters in downtown Edmonton.

The 17-year veteran of the force was placed on administrative duty three days ago.

The lawyer for the man who was involved in the altercation, Erika Norheim, said her client needed plastic surgery to repair a ripped ear.

"He suffered some fractured ribs, as well, and he's been unable to work, so he was quite seriously injured," she said.

The incident was caught on video but will not be released, said acting deputy chief Neil Dubord.

"That video is before the courts, as well, so it will not be available for viewing, but we do have a copy of that video that has gone over as evidence to the courts," Dubord said.

An investigation was launched after former police chief Mike Boyd received an internal complaint.

The Edmonton police professional standards branch investigated the incident. The findings were reviewed by the Crown prosecutor's office in Calgary, which recommended charges be laid.

Douglas will make his first court appearance on Feb. 18.

​On the night of January 15, 2009, nineteen-year-old Community College of Denver student Alexander Landau was stopped by Denver police for allegedly making an illegal left turn. But according to a federal complaint filed yesterday, within minutes of the stop Landau was being beaten by three Denver cops, two of whom were wielding a radio and a flashlight as bludgeons. When it was all over, he was taken to Denver Health to be treated for a broken nose, lacerations and closed head injuries -- but not before he demanded somebody take photos of him.

The lengthy and detailed complaint is the latest in a string of high-profile cases of alleged police brutality incidents that have captured local headlines and led to the resignation of Denver Manager of Safety Ron Perea. The issue was even discussed during the swearing-in ceremony of interim mayor Bill Vidal earlier today.

​Landau's story may add fuel to the fire -- especially since one of the officers named in his complaint, Randy Murr, also played a role in the controversial police beating of Michael deHerrera. The complaint filed on Landau's behalf notes that in the process of the traffic stop, police found marijuana on Landau's passenger, a fellow student named Addison Hunold, and proceeded to search Landau's car. Apparently the situation spun out of control when the cops asked Landau if they could search his trunk and Landau stepped towards them, asking if they had a warrant. Allegedly the three officers then on the scene - Murr, Ricky Nixon and Tiffany Middleton -- then proceeded to punch him in the face and then, once he fell over, beat him for several minutes, with one officer yelling, "He's going for the gun." According to the complaint, when it was all over, Landau heard one officer say to him, "Where's that warrant now, you fucking nigger?"

Holy shit, that's crazy, i'm surprised, but i'm not surprised to see this, i expect this from civil servants on a daily basis.

Los Angeles — Playa Vista police identified the man they shot and killed following a violent confrontation that began over unpaid cab fare.

Residents living near the 5700 block of Crescent Park West said they heard a man yelling early Friday morning and they saw him running around outside completely naked at about 3:30 a.m.

The Los Angeles Police Department said the man, identified as Reggie Doucet, took a taxi from Dray’s Nightclub in Hollywood to Playa Vista and refused to pay his fare. The taxi driver then called police.

When officers arrived, they saw Doucet naked and jumping on parked cars.

Police say he cooperated only long enough to put his boxer shorts back on.

Police said when they arrived on scene, they struggled with him. The LAPD said one officer drew his weapon and fired, killing Doucet.

Police Recommend Charges Against RCMP Officer

Abbotsford police are recommending that an assault charge be laid against a B.C. RCMP officer who was videotaped kicking a seemingly co-operative suspect in the face during an arrest, the force said Sunday.

Investigators haven't submitted their report to the Crown but they are already revealing they will recommend that the arresting officer be charged with assault for his involvement in the Jan. 7 arrest of Buddy Tavares in Kelowna, B.C.

The Crown, however, still has to review the file and make the final decision on whether to pursue charges against the officer.

The announcement occurred shortly before roughly 300 people participated in a protest in Kelowna against alleged "police brutality," which officials originally feared could get out of hand.

During a brief appearance at the rally, Tavares said he's fortunate his arrest was caught on tape. He called the experience "mindboggling."

The protest, meanwhile, didn't contain the type of revolt that police were worried about. The event lasted about 40 minutes and was peaceful.

Concerns about civil disobedience were raised on Saturday when the head of the Kelowna RCMP detachment, Supt. Bill McKinnon, appealed for calm at the protest.

McKinnon said comments he had read online made him fear that the peaceful march from a city park to the RCMP detachment would turn violent.

The encounter between Tavares and police unfolded in public when two RCMP officers pulled over his pickup truck.

Video shot by a bystander across the street shows Tavares getting out of his truck with his hands in the air. Both officers have their guns drawn and one officer kicks the man in the face as he is getting on the ground.

Abbotsford police spokesman Const. Ian MacDonald said investigators spoke to about 40 witnesses and examined the video that was viewed thousands of times on YouTube.

"That video was a very compelling piece of evidence, we used it regularly," MacDonald said. "But I don't want to discount the eye witnesses, either. We were pleasantly surprised that we had the full support of residents of Kelowna."

To avoid a conflict of interest, the RCMP asked members of the Abbotsford Police Service to investigate the matter. But Mounties are conducting their own internal code of conduct investigation, which is separate from the criminal probe.

Police stopped Tavares after gunshots were fired at a Kelowna-area golf course. The 51-year-old man is on leave from his job at the golf course while recovering from a brain injury suffered in a recent motorcycle crash.

Tavares said he was asked by his employer to use a shotgun to scare geese off the greens.

The RCMP later charged Tavares with careless use of a firearm. When he was released from police custody, he had a black eye and several scrapes on his face.

The officer involved in the arrest, Const. Geoff Mantler, has been suspended with pay pending the outcome of the investigation.

Residents have been demanding action against the officer.

Speaking at a press conference, McKinnon made it clear that he understands the public's concern over the incident.

"I want to assure the public that senior members of the RCMP hear loud and clear what the general public's views are in relation to the video that has been shown across the country and is readily accessible on the Internet," McKinnon said as he read from a prepared statement.

McKinnon urged everyone to allow the legal process to continue.

This isn't the first time Mounties' actions caught on tape have spurred public anger.

In October 2007, four Mounties were caught on video jolting Robert Dziekanski with a police Taser.

Dziekanski died on the floor of the arrivals area at Vancouver International Airport.

See what I mean, It's out of control these days. The poor guy is suffering from brain damage and gets kicked in the face, a naked dude gets shot, and a teen gets stomped for asking for a warrant.

Fuck man, this makes it hard to side with cops.

My boy Doomz was shot by cops because he asked for a warrant, the officer is under trial, but my brejin is gone...

Video Released Of Houston Police Brutally Beating 16-Year-Old


HOUSTON- Video has been released of Houston Police brutally beating a Houston teenager who surrendered after being chased by authorities.

In the video, police kick and punch then 15-year-old Chad Holley, who does not fight back, multiple times. Holley laid motionless on the ground while a group of cops descended upon him.

Holley was a burglary suspect who was later convicted in July 2010.

The teenager has now filed a federal civil rights lawsuit alleging HPD officers beat him during his March 23 arrest.

Four Houston officers were indicted on official oppression charges and fired after a surveillance videotape surfaced reportedly showing them officers beating and kicking Holley while he was sprawled handcuffed on the ground. He was 15 at the time.

A shaky YouTube video (below) that shows police punching a Rutgers University student during an arrest has prompted an investigation into the case.

Elliott Marx, 20, was allegedly hit as five police officers arrested him around 1 a.m. Saturday morning, the New York Daily News reports. The officers were responding to a parking lot brawl not far from the Rutgers campus.

In the video, sophomore Marx can be seen face down on the ground, his white Nikes at times visible on the left-hand side of the screen. He is surrounded by a group of officers, one of whom shouts "Stop resisting! Give me your hand!" Another officer can be seen punching Marx.

According to the Associated Press, Marx, who allegedly jumped on an officer's back during the altercation, faces three charges: resisting arrest, aggravated assault on a police officer and obstruction.
